Each offender can have up to 18 approved visitors total, including both adults and minors. If you're trying to fit kids, grandparents, and close friends on the list, plan around this 18-person cap.

The approved visitor list can't be changed whenever the offender wants. Changes can only happen during open enrollment, which comes around every six months based on the offender's admission date. So if someone was admitted in January, their open enrollment windows fall in July and January.
