GDC sets two limits for State Prisons and ITFs like Bainbridge: $100 per offender or 15 pounds per package - whichever you hit first. So even if you're under $100, a heavy order maxes out at 15 lbs. The reverse is also true: a lighter package still caps at $100.
Multiple orders for the same person? GDC may combine them into one package. The combined total still can't exceed facility limits, so placing several orders won't get you past the caps.
