Because Bleckley is a Probation Detention Center, limits are tighter than at other GDC locations. Packages can't exceed $50 per offender or 7 lbs. - whichever you hit first. You can't stay under $50 to sneak in extra weight, and you can't go over $50 just because the package is light.
