Mailing Letters & Packages to an Inmate at Bob Wiley: Address and What Gets Rejected

Send all letters and packages to: 36714 Road 112, Visalia, CA 93291. On the envelope or shipping label, include the inmate's full name and their I.D. number. Missing or incorrect details can delay delivery - or keep the mail from reaching them at all.

The Tulare County Sheriff's Office enforces mail rules with safety and facility operations in mind. Magazines, periodicals, and other materials can be rejected if staff determine they interfere with safety, security, or discipline. When that happens, the item won't be delivered.

Obscene content is a common reason mail gets refused. This includes obscene publications or writings, plus anything that tells someone where or how to obtain obscene material.

Materials that encourage violence will also be rejected. This includes anything that incites murder, arson, riots, violent racism, or crimes against children.

Don't send anything that reads like instructions for illegal activity. Mail may be rejected if it contains information about making or using weapons, narcotics, or explosives - or if it concerns unlawful gambling or lotteries.

If your mail gets rejected, you can appeal. Inmates, correspondents, and publishers can all file an appeal, and the facility provides a written response within 15 working days. Still unresolved? Forward your appeal in writing to the Captain of the Detentions Division, who will respond within 20 working days.

Deadlines to remember: Initial mail-rejection appeals get a written response within 15 working days. If it isn’t resolved, you can send a written appeal to the Captain of the Detentions Division, with a written response due within 20 working days.
