Property gets released in two different situations. If the person is still being booked, they can tell the booking officer they want to release their property - but you need to be waiting in the release lobby while they're still in booking for this to work. Once someone is housed in the jail, it becomes a scheduled release instead. That means the inmate requests it ahead of time, and you pick it up during the scheduled window.
