Sending Money and Emailing an Inmate at Brooklyn CI: JPay Tablets, Media Accounts, and Limits

Want to help someone at Brooklyn Correctional Institution stay connected through their tablet? Here's what you need to know about Connecticut DOC's JPay (Securus) tablet system, including e-messaging, funding a Tablet Media Account, the $150 balance limit, and what happens if PLRA obligations are involved.

Connecticut DOC provides tablets through a state contract with JPay Inc. (a Securus company). This contract covers all tablet-based services at Connecticut facilities, including Brooklyn CI.

Email and e-messaging are available through the DOC's JPay/Securus system. Your loved one can use tablet messaging features when they have access, all through the same platform Connecticut DOC uses statewide.

Connecticut DOC recently updated how you fund Tablet Media Accounts. Starting August 18, 2025, you can deposit money directly into the Tablet Media Account. This is the account used for tablet media purchases and related services.

  1. Use the JPay/Securus funding option for Connecticut. Make sure you are working within the Connecticut DOC tablet system.
  2. Enter the incarcerated person’s information carefully. Small mistakes can send funds to the wrong place or cause delays.
  3. Choose the Tablet Media Account deposit option. The August 18, 2025 update allows direct deposits into CT DOC Tablet Media Accounts.
  4. Pick an amount that fits within the account limits. The Tablet Media Account has a hard cap, so plan the deposit size before you submit payment.

Tablet Media Account balances are capped at $150. If you're adding money for media, messages, or other tablet costs, keep this limit in mind when deciding how much to send and how often.

Tip: Check the current balance before depositing. Staying under the $150 cap helps you avoid payment issues.

One major restriction can block direct deposits: Securus won't process them for incarcerated individuals who have outstanding Prison Litigation Reform Act (PLRA) financial obligations.

Even with outstanding PLRA obligations, there's still a way to get funds through. The incarcerated person can submit Special Request Forms to Inmate Accounts to deposit funds, regardless of PLRA status.

Practical Verification

  • Confirm you are funding the Connecticut DOC tablet system provided through JPay (Securus).
  • Double-check you selected Connecticut (not a different state) before you send money.
  • Verify you have the correct inmate identification information before you submit a deposit.
  • Keep the $150 Tablet Media Account balance cap in mind when choosing an amount.

Note: If a deposit fails or funds don't show up where expected, contact JPay/Securus customer support. E-messaging is available through the same CT DOC JPay/Securus system.

If direct funding isn't working, check for PLRA obligations first. Outstanding PLRA financial obligations block Securus from processing direct deposits. The workaround: the incarcerated person can still use the Special Request Form process to submit funds to Inmate Accounts.
