The Right Way to Send Mail to Someone at Charles B. Webster Detention Center
Mail rules here are strict—using the wrong address is one of the fastest ways to get a letter rejected. Use the correct address for the type of mail, keep everything letter-size and scanner-friendly, and only include what's allowed so it actually reaches your person.
Legal mail has its own address. Format the envelope exactly like this: [Inmate Name – Inmate ID#] Richmond County Jail, 1941 Phinizy Rd, Augusta, GA 30906. Include both the inmate's name and ID number - missing either can delay delivery or stop it completely.
Regular mail from friends and family goes somewhere different: [Inmate Name – Inmate ID#] Richmond County Jail, GA PO Box 76550, Highland Heights, KY 41076. Don't send non-legal mail to the Phinizy Rd address "just in case" - it will be rejected.
Note: Incoming legal mail is opened and inspected for contraband, then signed for by the inmate.
Keep it simple and machine-friendly. Incoming mail must be no larger than 8½ x 11 inches (letter size), no thicker than light card stock, and able to run through a sheet-fed scanner. If it can't be scanned cleanly, expect it to be rejected.
Note: If it won’t feed through a sheet-fed scanner, don’t mail it.
Want to include something with your letter? Photos are the only enclosure allowed. Each inmate can receive up to 10 photographs per package, and they must be printed on photo paper. Anything else tucked into the envelope - even something harmless - can get the whole mailing rejected.
- ✓ Include only photos as enclosures (no other items)
- ✓ Send no more than 10 photographs per package
- ✓ Print photos on photo paper
- ✓ Keep everything letter-size (8½ x 11) and sheet-fed scanner compatible
Prohibited
- ✓ Stamps
- ✓ Blank envelopes
- ✓ Stationery
- ✓ Cash, checks, or any other form of currency
- ✓ Threats of physical harm, or threats/details of criminal activity
- ✓ Plans to smuggle contraband into or out of the institution
- ✓ Information to formulate escape plans, commit a crime, or violate a jail rule
- ✓ Solicitation of gifts, goods, money, or things of value from anyone other than family or established close friends
- ✓ Code or gang insignia
- ✓ Obscene language or drawings
- ✓ Any information that would create a threat to the security of the institution
- ✓ Printouts from the internet
- ✓ Colored pages
- ✓ Provocative material
These restrictions exist for safety and processing reasons. Items like currency, stamps, and extra supplies can be used as contraband or traded inside. Content involving threats, smuggling plans, escape information, gang insignia, or anything posing a security risk won't make it through. On the practical side, the facility limits what can be handled and scanned - internet printouts, colored pages, and provocative material are not permitted and will be destroyed.
A few issues come up repeatedly. Legal mail (and money orders) not sent to 1941 Phinizy Rd, Augusta, GA 30906 can be returned to sender. Certified mail requiring the inmate's signature may also be returned. Anything with postage due is another common rejection. And non-legal mail sent to the wrong address gets rejected - so double-check that you're using the PO Box versus the Phinizy Rd address before sealing the envelope.
- ✓ Use the legal-mail address (1941 Phinizy Rd, Augusta, GA 30906) for legal mail
- ✓ Use the friends-and-family non-legal address (PO Box 76550, Highland Heights, KY 41076) for regular mail
- ✓ Keep pages letter-size (8½ x 11), light card stock or thinner, and sheet-fed scanner compatible
- ✓ Only include photos as enclosures, and limit it to 10 printed on photo paper
- ✓ Avoid sending certified mail that requires an inmate signature
