Sending a letter to someone at Clinton County Jail is still possible, but the process has changed. Personal mail now goes through the Securus Digital Mail Center for scanning, so how you address and package your mail matters—get it wrong and it comes back to you.

How to Send Personal Mail to an Inmate at Clinton County Jail (Securus Digital Mail Center)

Clinton County Jail no longer accepts personal mail directly. All personal correspondence goes through the Securus Digital Mail Center, where it's digitally scanned before your person can receive it. What does that mean for you? Follow the required addressing format exactly, and only send items that can be scanned.

Heads-up: Packages and certified mail are not accepted as personal mail and will be returned to the sender. Items that can’t be scanned (including non-paper items) will also be returned.

  • Include the inmate’s name and inmate ID number (missing or incorrect information can lead to the mail being returned).
  • Follow Clinton County Jail’s required addressing format exactly - if the envelope isn’t addressed properly, it will be returned to you.
  • For items that must go directly to the jail (legal mail and publications), address it as:

Not all mail goes through Securus. Legal mail and publications should be sent directly to the jail at 1645 Davids Drive in Wilmington - include the inmate's name and ID number. Personal letters, though, must go through the Securus Digital Mail Center. The jail won't accept them directly.

Once your mail arrives at the Securus Digital Mail Center, it gets scanned. From there, the jail makes it available for the inmate to view on tablets or kiosks, or prints and delivers a copy. Want to send something more personal than plain text? Photos and drawings are accepted - they're scanned, printed, and delivered the same way.

Note: If it can't be scanned, it gets sent back. That includes paper larger than 14 x 8 inches and anything that isn't paper.

Want your mail returned if it can't be accepted? Include a self-addressed, stamped envelope. Without one, don't expect to get it back.

The best way to avoid delays and returns? Follow the facility's mail instructions and keep everything scannable. If the envelope isn't addressed correctly or the contents can't be processed, it won't be delivered.

If you mail something to an inmate who is no longer in custody, the jail’s policy is to stamp it “Return to Sender, Inmate No Longer in Custody” and send it back.
