Michigan Department of Corrections facilities like Cooper Street use Global Tel*Link Corporation (GTL) for prisoner phone service. Under GTL's system, your loved one creates a Personal Allowed Numbers list - the PAN. This list is capped at 20 phone numbers. If your number isn't on it, calls to you won't connect, even when there's money in the account.

PAN lists reset automatically each quarter - on 1/1, 4/1, 7/1, and 10/1. When that happens, the list clears and your loved one can update their approved numbers from scratch. If you're trying to get added (or re-added), keep these dates in mind, especially if they've already filled most of the 20 slots.

The GTL prisoner telephone rate is $0.0735 per minute for all calls (effective October 1, 2023). International calls cost more - they include additional termination fees based on the destination. If you're budgeting for international calls, plan for charges beyond the standard per-minute rate.

  • Send at least $25 - mail funding for AdvancePay has a $25 minimum payment amount.
  • Mail your cashier’s check or money order to: AdvancePay Service Department P.O. Box 911722 Denver, CO 80291-1722.
  • Include your details - your name, the name of the correctional facility where the prisoner is incarcerated, and your phone number.
  • Build in processing time - it may take up to five (5) business days from when PCS receives payment for the funds to be added to the prepaid account.

Watch out for scams. Third-party companies sometimes contact families claiming they can "lower" inmate call costs. These vendors aren't affiliated with MDOC or GTL - and they can leave you stuck with surprise subscriptions or fees. Stick to official MDOC/GTL instructions for payments.
