Sending Money to Someone at Crowley: Timing, Withholdings, and Commissary Basics

Everyone in CDOC custody has an inmate account - essentially their spending account inside the facility. Money deposited here covers canteen and commissary purchases: phone time, stamps, writing materials, food, clothing, and hygiene items. If you want to help someone stay connected and comfortable, this is where your funds go.

Timing matters if you're trying to catch a canteen order window. Money sent before 4:00 p.m. Mountain Time is usually available the next day. Send it later, and the balance won't show up until after that next-day window.

Planning tip: To make sure funds are actually available when it’s time to place a canteen order, allow 2–3 days for deposits to process after you send them.

Expect a mandatory deduction. CDOC is required by law to withhold at least 20% of any deposit toward court-ordered fines, fees, restitution, or child support. So if you send $50, at least $10 gets taken for those obligations before the rest is available for commissary purchases.

CDOC also restricts deposits when multiple incarcerated people are involved. Offenders can't send, receive, or solicit electronic fund transfers from other offenders - or from relatives or visitors of other offenders in DOC custody. There's a possible exception if you have immediate family members who are incarcerated and share common immediate family, but you'll need to apply through the Custody/Control manager at their facility.

  1. Expect review of questionable EFT funds - If a deposit is flagged as questionable, it can be investigated by the facility’s intelligence officer.
  2. Wait for a decision (up to 10 business days) - The intelligence officer will make a determination within ten business days.
  3. Prepare for one of three outcomes - The funds will be returned to the sender, released to the offender, or held as contraband.

CDOC trust and commissary deposits go through TouchPay Holdings, LLC d/b/a GTL Financial Services (ConnectNetwork/GTL). That's the platform you'll use to send money into an inmate's trust account for commissary spending.

  • Union Supply is CDOC’s only approved care package provider.
  • Care packages are offered monthly, and you can order up to the spend limits for the inmate’s assigned facility or living unit.
  • Packages are typically delivered the month after the order is placed.
