Cumberland County Detention Center changed how personal mail works in 2023. If you want your letter, photos, or book to actually reach your loved one, you need to use the right address—and the right ID number—for what you're sending.

As of June 26, 2023, Cumberland County Detention Center no longer processes personal mail onsite. Instead, they use an offsite "mail scan" system through ViaPath Technologies. Personal letters, cards, pictures, and drawings get scanned at an outside facility and delivered digitally to the recipient - nothing is handled at the jail itself.

Personal mail goes to an offsite P.O. Box in Phoenix, Maryland - not the jail's street address. Format your envelope exactly like this so it reaches the right person: Cumberland County Detention Center, Recipient Name and ID Number, P.O. Box 247, Phoenix, MD 21131.

  • Recipient’s full name (as the jail has it)
  • Recipient Name and ID Number (use the ID from GettingOut.com, not the Booking ID)

The ID number on the envelope is just as important as the address. For personal mail through the mail-scan system, use the recipient's ID number from GettingOut.com - not the Booking ID you might see elsewhere. Look up the GettingOut.com recipient ID before you mail anything, and write it on the envelope with the person's name.

Warning: If you use the Booking ID instead of the GettingOut.com recipient ID, your personal mail may not be delivered correctly.

Don’t put money in the mail. Cumberland County Detention Center does not accept cash, checks, or money orders sent through inmate mail, and they won’t be processed.

  • Photos that are suggestive in nature
  • Photos depicting gangs
  • Photos showing gang tattoos
  • Photos showing gang-related hand gestures (or similar signs)

Heads up: Don’t mail cash, checks, or money orders - and avoid prohibited photos (nude, suggestive, or gang-related). These are common reasons mail gets rejected.

The Phoenix, MD P.O. Box is only for personal correspondence. Legal mail and books go to the facility's street address: 204 Gillespie St., Fayetteville, NC 28301. Include the inmate's first, middle, and last name on the envelope or package. Books have extra rules. Only softback books are accepted, and they must come directly from the publisher. The jail won't accept books or materials that are sexually explicit or that encourage, instruct, or call for violence.

  • Include the inmate’s first, middle, and last name
  • Order ONLY softback books
  • Make sure the book ships directly from the publisher
  • Avoid content of an explicit sexual nature
  • Avoid anything that calls for, provides instructions for, or encourages violence
