How to Send Letters, Photos, and Books to Someone at Cumberland County Jail (Avoid Rejections)
If you've sent mail to Cumberland County Detention Center before, here's the biggest change: your letter doesn't go to the jail anymore. Starting June 26, 2023, all personal mail - letters, cards, photos, drawings - gets routed to an offsite mail-scan vendor. The vendor scans everything and delivers it digitally to the person in custody. Mail sent to the old address gets returned. Using the correct address is the single easiest way to avoid rejection.
For personal letters, cards, photos, and drawings, address the envelope to the vendor's P.O. Box in Phoenix, Maryland. Use this exact format: Cumberland County Detention Center, NC Recipient Name and ID Number P.O. Box 247 Phoenix, MD 21131
Heads up: Use the Recipient ID from Gettingout.com - not the Booking ID on Cumberland County's website. Include that Recipient ID with the person's name so your mail gets routed correctly.

Photos are a common reason mail gets rejected. Keep images simple and clearly appropriate. Cumberland County Detention Center won't allow photographs that are nude, suggestive, or show gang-related content - that includes gang tattoos, hand gestures, or similar signs. If there's any chance an image could be interpreted that way, leave it out.
Note: Anything of an explicit sexual nature, or items that call for, provide instructions for, or encourage violence, won’t be accepted.
Books follow different rules than regular mail. Cumberland County Detention Center only accepts softback (paperback) books, and they must ship directly from the publisher. You can't send books yourself, even if the title would otherwise be allowed.
Legal mail and books don't go to the Phoenix, MD P.O. Box. Send them to the facility's street address: 204 Gillespie St., Fayetteville NC 28301. Include the inmate's full name - first, middle, and last - so it matches correctly.
Reminder: Even if a book is paperback and sent from the publisher, it can still be rejected if it contains explicit sexual material or encourages/teaches violence.
