Communication

Dubuque County Jail routes inmate phone service through Inmate Calling Solutions (ICS). To get started, create or fund an ICS account online at www.icsolutions.com or call 1-888-506-8407. ICS handles account setup and support. Want to leave a voicemail? Call 563-258-4600—each message costs $0.50, and you'll need an ICS prepaid account, your ICS account PIN, and the inmate's ID. Inmates place outbound calls through the facility system, and you typically need to be on their approved calling list to receive calls.

Mail & Letters

Mail at Dubuque County Jail works differently than you might expect. Personal letters don't go straight to the jail—they're processed through JailATM.com, where incoming mail is opened, scanned, and delivered to the inmate digitally. Starting August 5, 2025, personal mail must be sent to the jail's new P.O. Box in Jonesboro, AR. Mail sent to the wrong address may be returned. Legal mail is handled separately: for privileged handling, it must come from a licensed attorney of record and be mailed directly to the jail. Official or business documents should go to the jail business office, but items sent directly to the institution may not reach the inmate. Parcel packages aren't accepted, and some recipients are prohibited for inmate correspondence.

Sending Money

Any money an inmate has at booking goes into an individual trust fund under their name—cash can't be kept in their possession while in custody. Need to add funds? You can deposit online through Access Corrections, use the lobby kiosk at the Dubuque Law Enforcement Center (770 Iowa Street), or call 866-345-1884. Be careful with mail: cash, checks, or money orders sent without prior approval from jail administration won't be credited to the account, so check the rules first. At release, the remaining trust-account balance is returned as a debit card after subtracting any money owed to the jail. Disbursements for attorney fees, fines, or bond follow administrative procedures.
