Important: Dubuque County Jail Mail Processing Change (Effective Aug 5, 2025) — and How to Send Legal Mail
Starting August 5, 2025, Dubuque County Jail is changing how it handles personal mail. Here's the new address you'll need to use, what happens to your letters after you send them, and how attorneys should route Legal Mail.
Starting August 5, 2025, all personal mail for inmates must go to a new address: P.O. Box 16120, Jonesboro, AR 72401. Mail sent directly to Dubuque County, IA after that date will be returned to you. Use the new P.O. Box or your letter won't get through.
Your letter won't arrive as a physical piece of mail. The central processing facility opens it, scans it, and delivers it digitally to the inmate. Handwritten notes, photos, printed pages - they all get converted to digital format. Keep that in mind when deciding what to send.
Note: Parcel packages are not processed through the central processing system, and inmates will not receive them.
Legal Mail follows different rules. It must go directly to Dubuque County Jail - not the central processing P.O. Box - and must come from a licensed attorney of record. Send it through central processing by mistake, and it may not be treated as Legal Mail.
- ✓ Clearly mark the envelope: “Legal Mail ONLY”
- ✓ Include the name of the attorney or firm of record
- ✓ Include the inmate’s name and inmate number
Inmates can send and receive mail, but not with everyone. Correspondence is prohibited with victims, current or former inmates, parolees, probationers, co-defendants, current or former jail employees, contract employees, volunteers, or anyone protected by an active Protection from Abuse Order.
- Confirm the inmate’s name and inmate number - You’ll need both for addressing mail correctly, especially with central processing.
- Use the central processing address for personal mail (starting Aug 5, 2025) - Address personal letters to: P.O. Box 16120, Jonesboro, AR 72401.
- Expect personal mail to be digitized - Mail sent to central processing is opened, scanned, and delivered digitally to the inmate.
- Skip parcel packages - Parcel packages won’t be processed or delivered to inmates through the central processing system.
- If it’s Legal Mail, send it directly to the jail and label it clearly - Legal mail must go straight to the Dubuque County Jail (not the P.O. Box) and be sent by a licensed attorney of record, marked “Legal Mail ONLY,” with the attorney/firm name plus the inmate name and inmate number.
Reminder: Starting August 5, 2025, personal inmate mail addressed directly to Dubuque County, IA will be returned to the sender.
