Effective August 5, 2025, all inmate personal mail for Dubuque County Jail must be mailed to a JailATM.com central processing P.O. Box (not directly to the jail). To be accepted, the envelope needs to be addressed to “Dubuque County Jail, IA” and include the inmate’s name and number.

After August 5, 2025, send personal mail to this central processing address in Arkansas - not Iowa. Use this exact format, including the inmate's name and number: Dubuque County Jail, IA (Inmate Name/Number) P.O. Box 16120 Jonesboro, AR 72401 That "Jonesboro, AR" line is the key change. Address letters the old way, and they won't reach your loved one.

When your letter arrives at the JailATM.com processing facility, staff open and scan it. The original paper doesn't go to the jail - instead, a digital copy gets sent to the inmate at Dubuque County Jail. Don't expect your loved one to receive the physical envelope or pages you mailed.
