What Mail, Books, Magazines, and Packages Are Allowed for Someone at FCI Milan

FCI Milan classifies incoming written correspondence as either general mail or special mail. The classification determines how staff handle it when it arrives.

Staff open and inspect all general incoming mail. They check for physical contraband and review content for anything that could threaten security or good order. Sending a routine letter or card? Assume it will be opened.

Hardcover books and newspapers must ship directly from the publisher, a book club, or a bookstore. Sending them from home - even brand-new copies - won't work. Order through an approved commercial source so the item ships straight to the facility.

Publication Content Restrictions

  • Publications that depict or describe procedures for constructing or using weapons
  • Publications that depict or describe procedures for constructing or using ammunition
  • Publications that depict or describe procedures for constructing or using bombs
  • Publications that depict or describe procedures for constructing or using incendiary devices
  • Publications that depict, encourage, or describe methods of escape from correctional facilities
  • Publications that contain blueprints, drawings, or similar descriptions of Bureau of Prisons institutions
  • Publications that depict or describe procedures for brewing alcoholic beverages
  • Publications that depict or describe procedures for the manufacture of drugs
  • Sexually explicit materials a Warden deems detrimental to security, including sadomasochistic content
  • Sexually explicit materials a Warden deems detrimental to security, including bestiality
  • Sexually explicit materials a Warden deems detrimental to security, including materials involving children

When mailroom staff determine a publication is non-distributable, they return it instead of delivering it. Your loved one will receive written notification explaining what was rejected and why.

FCI Milan inmates generally cannot receive packages from home. The only exception: prior written approval from the inmate's unit team or another authorized staff member. Without that approval in hand, don't send a package.

  • Authorized medical devices

Practical Sending Tips

  • Treat written correspondence as either general or special mail, and send it accordingly
  • Expect general incoming mail to be opened and inspected for contraband and for content that could threaten security or good order
  • Order hardcover books and newspapers so they ship directly from the publisher, a book club, or a bookstore
  • Don’t send packages from home unless the inmate has prior written approval from their unit team or authorized staff

Heads up: Non-distributable publications get returned, and the inmate receives written notice. Stick to the sourcing and content rules to avoid delays.
