How to send mail to someone at Frederick County Detention Center (why it goes to Greensboro, NC)

Since Oct. 13, 2021, Frederick County Adult Detention Center has used a mail scanning service. Most inmate mail goes through an off-site processing center rather than arriving directly at the facility. Two exceptions: legal mail and magazine/newspaper subscriptions bypass the scanning process entirely.

Here's how it works: a company contracted through Pay Tel Communications scans incoming mail, then correctional staff review it electronically. Once approved, the person in custody can view the scanned version.

• ✓ Write a complete, legible return address with the sender’s first and last name

1. Mail is scanned by the vendor - the scanning company contracted through Pay Tel Communications aims to scan mail within 24 hours of receipt.
2. Mail is reviewed by facility staff - correctional staff review the scanned mail electronically within 48 hours.

Legal mail works differently. Mark the envelope "Legal Mail" - staff will open it in front of the recipient. Magazine and newspaper subscriptions also skip the Greensboro PO Box. Send legal mail and subscriptions to the facility's physical address instead.
