Sending Mail to Someone at GBCI: How TextBehind Works and What Happens to Originals

Writing to someone at Green Bay Correctional Institution (GBCI)? All personal mail gets routed through TextBehind for processing before it reaches the person in custody. Here's the address format to use, what happens after scanning, and the basics on sending money and items.

For non-privileged personal mail going through TextBehind, send it to P.O. Box 189, Phoenix, MD 21131. On the envelope, include your return name and address, plus the recipient's full name (first and last), DOC number, and correctional facility name. All of those details are required for the mail to be processed and routed correctly.

Tip: Sending items rather than personal letters? Check the approved vendors list on the Wisconsin DOC public website first so you don't waste time and money ordering from a company that isn't allowed.

Once TextBehind scans your mail, the originals are not kept. Original mail contents, envelopes, and any prepaid self-addressed envelopes are shredded by a third-party service certified by the National Security Agency. That shredding happens 30 days after scanning.

At GBCI, you cannot bring items or money directly to a Person In Our Care (PIOC). You also can't leave items or money with an officer at the institution. To send property, family and friends must order through approved vendors. The approved vendor list is available on the Wisconsin DOC public website.

Remember: Don't try to hand money or items to a resident during a visit, and don't leave anything with staff to pass along.

If you're depositing funds by mail or using a walk-in option, keep the daily limit in mind. The total amount deposited to a resident account through mail or walk-in methods cannot exceed $2,900 per day.

  1. Enroll for walk-in service - Use CashPayToday to set up walk-in deposits by calling (844) 340-2274.
  2. Find a participating walk-in location - Use the CashPayToday website to locate a nearby walk-in site.
  3. Pay with cash at the walk-in site - Walk-in sites accept cash only, so do not bring a card, check, or money order for this option.

Heads up: CashPayToday walk-in sites accept cash only.

For specialty commissary (personal care package) purchases, plan around the program limits. There's a $150 maximum per DOC resident, per vendor, per quarter. Each order also has a $20 minimum.
