Here's the main rule: all personal mail must be on a commercially produced postcard that meets U.S. Postal Service standards. Regular letters, greeting cards, and other formats won't be accepted. Write your message directly on a store-bought postcard.

Warning: Handmade postcards and index cards are not accepted. If you want it delivered, use a commercially produced postcard.

Sending photos? Keep the packet small. Harford County Detention Center allows a maximum of five photographs per envelope, and you must clearly mark the envelope

  • Send no more than 5 photographs total
  • Put the photos in an envelope (not loose)
  • Clearly mark the envelope “Photos” or “Photographs”

Mail gets delayed - or rejected - when staff can't match it to the right person. Take a minute to address everything carefully. Include the inmate's first and last name plus their ID number. Send mail to the facility's P.O. Box in Bel Air using the format shown below.

  1. Write the inmate’s first and last name - use the name the jail has on file.
  2. Add the inmate’s ID number - include it on the address so staff can match the mail correctly.
  3. Use the full mailing address - Harford County Detention Center, Inmate Name and ID #, P.O. Box 1245, Bel Air, MD 21014.

Anything outside the postcard format risks rejection. If you're unsure whether something qualifies as a commercially produced postcard, play it safe - stick with a standard, store-bought postcard and skip the substitutes.
