Here's the big limitation with phone calls: inmates at Harris County Jail cannot receive inbound calls. You can't call the jail and get connected to them. Your loved one has to place the call out, typically as a collect call. Keep in mind that collect calls can be restricted for some phone numbers.

Mail works differently now. As of 6/16/2025, the Harris County Sheriff's Office no longer accepts personal mail at the facility. Instead, personal mail goes to the Securus Digital Mail Center. If it meets HCSO requirements, the mail is scanned and made available to the inmate through eMessaging tablets and kiosks.

Mail address tip: Missing details can get your envelope returned. Include your full name and complete return address, plus the inmate's full name (as booked), SPN, and housing facility and cell block location.

  • Follow the Harris County Sheriff’s Office “Video Visit (PDF)” instructions to apply for a video visit account and schedule a video visit.
  • If you need help, call Securus at 1-800-844-6591 during official visitation hours, or 346-286-1480 after hours.
  • Log in to your Securus Online account for your scheduled visit.
  • Watch for the JOIN icon, it appears one minute before the scheduled start time.
  1. Plan for outgoing calls only. Inmates at the Harris County Jail cannot receive inbound phone calls, so the call has to come from them.
  2. Be ready to accept collect calls. Inmates can place collect calls to phone numbers where collect calling is allowed, but some numbers restrict collect calls.
  3. Set up Advance Pay if collect calls are blocked. Contact Securus at 1-800-844-6591 and ask for instructions to establish an Advance Pay account, so you can receive calls even if your line normally restricts collect calls.
  • Follow the HCSO mail addressing instructions, since personal mail is no longer accepted at the facility effective 6/16/2025.
  • Expect your personal mail to go to the Securus Digital Mail Center, where it is reviewed. If accepted, it will be digitally scanned for the inmate to view on eMessaging tablets and/or kiosks.
  • Put the sender’s full name and complete return address on every piece of mail.
  • Use the inmate’s full name exactly as they were booked into jail.
  • Include the inmate’s SPN.
  • Include the inmate’s housing facility and cell block location, or the mail may be returned.

Before investing money or time in setup, confirm the current Securus contact numbers. For video visitation and Advance Pay phone setup, call Securus at 1-800-844-6591. Harris County also lists 346-286-1480 for after-hours video visit support.

New to video visits? Double-check the login path inside Securus Online and note when your session starts. The JOIN icon appears one minute before the scheduled start time, so don't log in at the last second or you might miss it.

Mail procedures can change quickly. Confirm that the 6/16/2025 policy is still active and review what the digital mail process currently accepts. Before sending anything, verify the inmate's details: their name as booked, SPN, and housing facility and cell block location. Missing information can get your mail returned.
