If it's borderline, go with something longer - getting turned away at check-in isn't worth the gamble.
Your top matters just as much. All shirts - for men and women - must cover the shoulders, and the same goes for dresses. A regular T-shirt or sleeved blouse works fine. Anything that leaves your shoulders exposed will get flagged at the door. Start with shoulder coverage, then build the rest of your outfit from there.
Tight-fitting and revealing clothing is also off-limits. That means no spandex, leggings, tank tops, or tube tops - anything that clings to the body or shows a lot of skin won't pass. Sheer or see-through fabric is banned too. If you can see skin, undergarments, or body contours through the material in normal lighting, leave it at home.
