How Phone Calls, Video Visits, and Messaging Work at Jefferson Parish Correctional Center (and how to set up accounts)

Jefferson Parish Correctional Center uses Ally Telecom Group for inmate phone and visitation services. This is the company you'll work with to set up accounts and manage payments.

Phone access starts after booking is complete. Once your loved one has finished the booking process, they’re given access to the facility telephones so they can begin making outgoing calls.

Phones are located in each housing area. Your loved one makes calls from their assigned unit - not from a public phone at the front desk.

No incoming calls: JPCC doesn't allow live calls to inmates. Voicemail messages to approved inmates are the only exception.

Three-way calls are prohibited. Attempting to add another person can get the call blocked or disconnected.

Calls from JPCC (local, long distance, and international) are billed by the minute, and the facility notes there are no connection fees. The exact per-minute price for voice calls isn’t included here, but the key takeaway is that the clock matters - longer calls cost more, and you shouldn’t see a separate “connect” charge just for the call starting.

Video visits cost $0.12 per minute. The longer you stay connected, the more you pay.

Text messages cost $0.25 each - charged per message, not by the minute.

If you’re sending something more than a text, the pricing is different. Picture messages and video messages are $0.35 each.

  • Video visits: $0.12 per minute
  • Text messages: $0.25 each
  • Picture messages and video messages: $0.35 each

To create and fund prepaid accounts for video visits and messaging, you can use NCIC’s account site at https://account.ncic.com. This is where you set up the prepaid balance that can be used for these communication options.

If you’d rather handle setup or funding by phone, you can call the NCIC call center at 1-800-943-2189.

For Spanish, use https://cuenta.ncic.com to create and fund your account.

If you’re trying to keep costs predictable, compare your options by the minute. Voice calls at JPCC are billed per minute (with no connection fees), and video visits are $0.12 per minute - so it helps to decide ahead of time which one you’ll use most and fund your account accordingly.

  • You can’t call an inmate directly at JPCC; only voicemail messages to approved inmates are allowed
  • Don’t attempt three-way calling; it’s prohibited

Double-check rates: The prices above cover video visits and messages. For the exact per-minute rate on voice calls, confirm with the vendor or facility directly.
