How to Send Money to Someone at Joseph Harp (JPay, Offender Banking & Chargebacks)

Any money you send to someone at Joseph Harp flows through ODOC's Offender Banking system. This is the back-end platform that handles restitution accounting, the inmate trust fund, and canteen operations. Deposits and withdrawals are tracked on the trust fund side, and canteen purchases pull from the same balance.

ODOC inmate trust accounts are limited to holding $99,999,999.99.

To send a JPay money order for someone at Joseph Harp, mail it to JPay at PO Box 278320, Miramar, FL 33027. Each money order is capped at $999.99, so you'll need multiple money orders if you're sending more than that. Once JPay receives your payment, approved money orders are processed within ten (10) business days. Factor in mail delivery time on top of that processing window.

If a transaction is reported as unauthorized and results in a chargeback, the inmate's account gets restricted. That means they can't receive future transactions until Access Corrections is reimbursed or the issue is resolved. The reimbursement amount includes the original disputed payment plus a $25 account reactivation fee payable to Access Corrections.

1. Get a money order (only) - Chargebacks must be repaid by money order only.
2. Fill it out with the required identifiers - Include the inmate name, ODOC number, and facility name on the money order.
