Video Visits, Messaging, and Calling Rules at JPCC: Costs, No-Incoming-Calls, and Three-Way Call Ban

JPCC’s inmate telephone and visitation services are provided by Ally Telecom Group. That’s the system used for prepaid calling and for video visitation options at this facility.

Your loved one won’t have access to phones immediately at the moment of arrival. At JPCC, each inmate is given access to the telephones after the booking process is completed, and phones for private use are located in each housing area.

At JPCC, video visits are billed at $0.12 per minute. Written/text messages cost $0.25 each. Picture messages and video messages cost $0.35 each.

1. Plan to use an NCIC prepaid account - JPCC allows you to fund video visits and messaging using an NCIC Inmate Communication prepaid account.
2. Create the account online (English or Spanish) - NCIC provides both an English and a Spanish online portal for setting up prepaid accounts.
3. Fund by phone if you need to - You can also create or add money to an NCIC prepaid account by calling 1-800-943-2189.

At JPCC, inmates cannot receive incoming phone calls. The exception is voicemail: approved inmates can receive voicemail messages, which can be a useful option when you can’t coordinate a live call.

Three-way calls are prohibited for inmate phone use at JPCC. Because the phone service runs through Ally Telecom Group, expect the system rules to be enforced - stick to a normal, direct call rather than trying to add a third person.
