At Lawrence County Jail, “indigent” has a specific two-part meaning. An inmate counts as indigent only if they have not received a regular commissary order of $4.50 or more in the last 21 days, and they do not have $4.50 or more in their account at 8:00 p.m. on the last day of ordering for the week.
Quick eligibility check: To qualify as indigent, they must (1) have had no regular commissary order of $4.50+ in the past 21 days, and (2) have less than $4.50 in their account at 8:00 p.m. on the last ordering day of the week.
Even if someone qualifies as indigent, the jail doesn’t automatically send the pack. The inmate has to place the indigent pack order themselves during regular order days, using the kiosk - basically the same way they would place a regular commissary order.
Timing matters. During normal weeks, ordering (including the indigent pack) is available from 12:00 a.m. Tuesday through lights out Wednesday. If they miss that window, they’ll be waiting until the next ordering period to try again.

Note: That list is the weekly indigent pack - nothing more, nothing less. Use it to judge whether they’ll need money for any extra hygiene items, snacks, or other commissary needs.
The indigent pack covers a small set of basics - hygiene essentials plus a couple of envelopes, paper, and a pen. If your loved one needs anything beyond that, adding funds to their account may still be the better option, because extras have to be purchased through commissary. Either way, the inmate still has to place the order on the kiosk during the regular order days; families can’t order the indigent pack for them.
