How to Register to Visit Someone at Lieber: Online (June 1, 2025) vs. Paper Forms

Lieber visitation registration works two ways: online registration (available to many South Carolina adults starting June 1, 2025) or a paper application (Form 19-127) for everyone else.

Starting June 1, 2025, adults 18 and older with a valid South Carolina driver's license can register online. If that's you, online is the fastest route.

Note: Certain relationships may require extra verification before approval. If your situation is complicated, be prepared to provide whatever documentation they request.

Even if you qualify for online registration, there's a cap on approved visitors. Each inmate can have a maximum of 15 people on their visiting list. Check with your loved one to make sure there's room before you apply.

All minors must use the paper application. The submission requires documentation verifying the child's relationship to the inmate, so gather what you need before mailing it.

  • You are an adult who does not have a South Carolina ID or driver’s license (for example, you use a passport or U.S. visa).
  • You are an adult with an out-of-state driver’s license.
  • You are an adult who cannot use the online option due to technical difficulties or lack of access to a computer.

The paper form is SCDC Form 19-127, titled "Request for Visiting Privileges." Inmates typically receive these forms to send to people who want to visit, so you'll usually get it from your loved one.

  1. Get SCDC Form 19-127 - This is the “Request for Visiting Privileges” form your loved one can send you.
  2. Fill it out completely and carefully - Use your legal name and accurate identifying information. Incomplete or hard-to-read forms can slow things down.
  3. Include relationship documentation for minors - If you are applying for a child, include the appropriate documentation that verifies the child’s relationship to the inmate.
  4. Make a copy for your records - Keep a photo or copy of what you send, so you can refer back to it if you need to follow up.
