How to Register to Visit an Inmate at Livesay: When to Use the Online System vs. Paper Forms

Registering for visitation can feel like a lot the first time, especially when the process depends on your ID and who you're trying to register. Here's how to figure out whether you can use South Carolina's online system or need to submit a paper application for Livesay.

Starting June 1, 2025, adults 18 and older with a valid South Carolina driver's license can register for visitation online. If that's you, the online route is usually the simplest option. It gets your information into the system without waiting on mail processing.

Tip: Each inmate can have a maximum of 15 approved visitors on their list. If you're eligible to register online, doing it sooner gives you a better chance of getting reviewed before those spots fill up.

When Use Paper

  • You do not have a South Carolina ID or driver’s license (for example, you use a passport or U.S. visa).
  • You have an out-of-state driver’s license.
  • You have technical difficulties using a computer, or you do not have access to a computer.

All minor children must go through the paper application process, even if the adult bringing them qualifies for online registration. You'll also need documentation verifying the child's relationship to the inmate. Minors cannot be approved through an online submission.

  • Children age 10 and older must have a government-issued photo ID to visit.
  • Children age nine and younger must present a certified long-form birth certificate to visit.

For paper applications, the process starts with the inmate. They're provided SCDC Form 19-127, "Request for Visiting Privileges," and they send it to the people they want on their list. You fill out the form and return it for approval.

  1. Fill out SCDC Form 19-127: Complete the “Request for Visiting Privileges” form you receive from the inmate.
  2. Gather required documentation: Include any documents needed to support your application (especially when applying for minor children).
  3. Mail your paper application: Send it to Division of Visitation and I/M DT, P.O. Box 212969, Columbia, S.C., 29221-2969.
