Three Separate Inmate Accounts at Loudoun County ADC: Which One Do You Need?

Loudoun County ADC separates money into three different buckets, and they don’t automatically cover the same things. The Main Inmate Trust Account is the one most people think of first - it’s used for phone calls and commissary. Then there’s the Incarcerated Person Tablet Account, which is for electronic messaging and entertainment on the tablet (like music and games), but it’s not for video visits. Finally, there’s the Incarcerated Person Communication Account, and that one is strictly for video visits - nothing else.

When you go to add money, you’ll see vendor names that can feel confusing at first. For Loudoun County ADC, deposit services for the inmate trust account and related payments run through TouchPay/GTL on ConnectNetwork, so those are normal names to see during the process.

Use the Main Inmate Trust Account when you’re trying to cover basics and day-to-day needs. This is the account that pays for phone calls and commissary purchases - things like snacks, undergarments, and toiletries. If your goal is “help them order what they need” or “make sure they can call,” this is usually the account you mean.

  • Deposit to the trust account online through TouchPay/GTL (ConnectNetwork).
  • Deposit cash at the kiosk in the ADC lobby (this kiosk is for trust account deposits).
  • Deposit by phone only after you’ve registered online.
  • Have the incarcerated person’s name and date of birth ready.
  • If you’re making a phone deposit, use Loudoun County ADC Site ID 100.

The Incarcerated Person Tablet Account is for what happens on the tablet: electronic messaging, music, games, and other entertainment services. It does not pay for video visits. If you deposit here expecting a video visit to work, you’ll likely end up having to deposit again - so it helps to decide upfront whether you’re funding tablet use or funding visitation.

To schedule tablet visits, you need to be registered on the ViaPath gettingout.com site and have selected the incarcerated person you’re trying to visit. If you aren’t registered there, you won’t be authorized to visit.

The Incarcerated Person Communication Account is only for video visits. It’s not used for phone calls at Loudoun County ADC, and it’s not for other tablet services like messaging or entertainment. If your goal is a video visit, this is the account to fund.

Video visits are tied to your ViaPath gettingout.com friends-and-family account, so registration matters here too. When you create your account, upload both a profile picture and a government-issued photo ID - accounts without a photo ID uploaded will have visitation/communication privileges suspended until one is provided.

Practical Tips

  • Match your goal to the account label before you pay: Trust (phone/commissary) vs. Tablet (messaging/entertainment) vs. Communication (video visits).
  • When depositing to the trust account, use the TouchPay/GTL (ConnectNetwork) system.
  • Double-check the incarcerated person’s name and date of birth before submitting.
  • If you’re making a phone deposit to the trust account, use Site ID 100.
  • If you plan to deposit by phone, register online first so you can complete the payment.

If paying online isn’t convenient, the trust-account kiosk is a solid in-person option because it accepts cash. It’s located in the lobby of the Loudoun County ADC at 42035 Loudoun Center Place, Leesburg, VA 20175. For phone deposits, remember you’ll need to register online first before you can deposit that way.

Don’t skip the ID upload: On gettingout.com, friends-and-family accounts need a profile photo and a government-issued photo ID. If you don’t upload the photo ID, your visitation/communication privileges will be suspended until you do.
