Sending Mail to Someone at MSDF: How the TextBehind Scanning System Works
Personal mail to someone at Milwaukee Secure Detention Facility (MSDF) doesn't go straight to the facility. It routes through TextBehind first, so getting the address format and contents right matters.
Mail personal (non-legal) correspondence to TextBehind at P.O. Box 189, Phoenix, MD 21131. On the envelope, include your return name and address. Also include the recipient's full name (first and last), their DOC number, and "Milwaukee Secure Detention Facility" so TextBehind can route it correctly.

TextBehind does not open or process identifiable medical mail. If you're sending something medical-related, mark it clearly as medical mail so it bypasses the regular scanning process.
Legal mail: Identifiable legal mail is forwarded unopened by TextBehind to the institution (MSDF).
Prohibited Items

- ✓ Multi-thickness cards
- ✓ Cards with anything glued to them
Do not mail gift cards, cash, or personal checks. These are unacceptable items and will be returned to the sender instead of being processed through TextBehind.
Original mail isn't kept long-term after scanning. TextBehind shreds all original contents, envelopes, and any pre-paid self-addressed envelopes 30 days after scanning. The shredding is handled by an NSA-certified third-party service.
Tips Delays

- ✓ Double-check the envelope for missing details, because incomplete or missing information makes it undeliverable and it will be returned (if your return address is on it)
Wisconsin DOC's mail scanning changes took effect on December 6, 2021. If you haven't sent mail since before that date, expect personal (non-legal) mail to go through TextBehind.
