How to Send Money to Someone at Multnomah County Jails: TouchPay Guide

Multnomah County uses TouchPay to process monetary deposits to an adult in custody’s trust account. You can make deposits online, by phone, or at TouchPay kiosks located in jail lobbies.

Whichever method you choose, you'll need two things: the person's SWIS ID number and the Multnomah County pay location code, 297204. Have both handy before you start - TouchPay will ask for them.

The fastest option from home is the TouchPay online payment portal. You can also deposit by phone at 1-866-232-1899. Both methods require a credit or debit card, and there's typically a transaction fee. Keep the SWIS ID and pay location code (297204) in front of you so you don't get stuck mid-transaction.

Prefer to pay in person? TouchPay kiosks are located in the lobbies of the Multnomah County Detention Center and Inverness Jail, plus the 4th floor of the Multnomah County Courthouse. These kiosks accept cash and credit/debit cards. TouchPay also handles self-bail in Multnomah County. You can post self-bail through TouchPay Online using facility number 297204, or at the Inverness Jail lobby (11540 NE Inverness Drive, Portland, OR 97220) daily from 7 a.m. to 3 p.m.

  • Have the person’s SWIS ID number ready before you start
  • Use Multnomah County pay location code 297204 for TouchPay deposits
  • Plan to use a credit/debit card for online or phone deposits (fees may apply)
  • If you use a lobby kiosk, you can deposit with cash or a credit/debit card
  • For self-bail, TouchPay Online uses facility number 297204; in person, the Inverness Jail lobby accepts self-bail daily from 7 a.m. to 3 p.m.

What you can pay with depends on how you deposit. Kiosks accept cash or credit/debit cards. Online and phone deposits require a card. What won't work: personal checks, cashier's checks, and money orders. Planning to send funds by mail? Skip those and check the jail's limited mailed-check option below.

Fees: TouchPay deposits may include a transaction fee. You’ll see the fee (if any) during the deposit process.

Mailing money is only an option in limited situations. Government-issued and payroll checks addressed to an adult in custody may be accepted for deposit. They must be sent via U.S. Mail to: Multnomah County Sheriff's Office Fiscal Unit 501 SE Hawthorne Blvd., Suite 350 Portland, OR 97214

Multnomah County won't accept cash, personal checks, cashier's checks, or money orders for trust account deposits. Send any of those by mail and MCSO will refuse the entire letter and return it to you.

Everyone in MCSO custody has a trust account managed by the Sheriff's Office. That money can go toward commissary purchases (hygiene items, writing supplies, snacks), court fees, or bail. When the person is released, they receive whatever balance remains in their account.
