Staying in touch with someone in Louisiana DPS&C custody comes down to two main tools: Securus for phone calls and JPay for electronic messages. Here's how each works, who to contact when something goes wrong, and what Louisiana rules say about social media and cell phones.

Securus handles phone service for Louisiana DPS&C facilities. Having trouble with billing, missed calls, or unwanted calls? Want to block future calls from a specific person in custody? Start with Securus customer service: 1-800-844-6591.

  • The phone number the person in custody is trying to call
  • The date and time of the failed call(s) (or the unwanted call)
  • Any account details you have with Securus (name on the account, and anything else that helps them pull it up)
  • What happened on your end (no ring, dropped call, message saying the call is blocked, etc.)

DPS&C uses JPay for electronic messages. It's typically faster than regular mail and runs through a secure connection - the person in custody doesn't have internet access. You can attach photos to your messages, which makes sharing family updates much easier.

JPay handles more than messages - it's also how you send money. Never hand cash directly to someone during a visit; deposits go through JPay. You've got options: U.S. mail (money order), online, by phone, at kiosks inside the facility, or through MoneyGram locations.

If you spot a social media account that appears to belong to someone in DPS&C custody, take it seriously. People in DPS&C custody are forbidden from using social media or possessing cell phones. Louisiana law (La. R.S. 14:405) specifically prohibits maintaining social networking accounts while incarcerated. Even a page that looks harmless can signal contraband cell phone use or other rule violations inside.

  1. Write down the person’s name - use the full name you know them by so DPS&C can identify the right person.
  2. Include their assigned location - provide the facility or assigned location information you have.
  3. Add the social media link if you can - if there’s a page or profile you can point to, include the link.
  4. Send the report to DPS&C - DPS&C asks for these details when you report suspected social media use or cell phone possession.

Tip: Reports go further when they’re specific. A name, assigned location, and a link (when available) gives DPS&C something concrete to investigate.

If Problems Getting Calls

  • The phone number that’s supposed to receive the call
  • Dates and times when calls failed, dropped, or never rang
  • Any Securus account information you have (name on the account, billing details)
  • If you’re also having message issues, note when you sent the message and what happened after you sent it

For call issues - billing questions, calls not connecting, unwanted calls, or blocking future calls - contact Securus at 1-800-844-6591. If your concern goes beyond a technical glitch (like suspected contraband cell phone use or social media activity), report it directly to DPS&C. Include the person's name, assigned location, and a link to the social networking page if you have one.

Want to help with commissary or other needs? Use JPay rather than giving money directly. Deposits can be made by U.S. mail (money order), online, by phone, at kiosks inside the facility, or through MoneyGram locations.

Reminder: Visitation in DPS&C facilities is a privilege. If a visitor or the person in custody doesn’t follow DPS&C visitation rules, visits can be restricted, denied, or suspended.
