ODOC requires visitors bringing minors to provide documentation verifying guardianship. Examples include a birth certificate, court papers, or adoption papers. Bring the clearest version you have so staff can quickly match the child to the parent or legal guardian. Originals or certified copies are a good idea when you can get them.

If you're not the child's parent, plan on showing paperwork that proves you have legal authority to bring them. ODOC's rule applies either way: when minors are brought to visitation, the adult needs documentation verifying guardianship. This could be court or adoption papers, or another document that clearly shows the relationship or legal custody. If you can't show that connection, the facility can refuse the visit.

Once the child turns 18, they're treated as an adult visitor. That means they can no longer come in under the minor rules. ODOC requires all adult visitors to submit a Visitor Application Form to be approved for visitation, so turning 18 means they need their own application on file.

Note: ODOC requires background checks for visitors 18 and older. If your child is about to turn 18, build in time for that approval process.

Practical Checklist Day of

  • Documentation to verify guardianship for the minor (for example, a birth certificate or court or adoption papers)
  • Confirmation that the adult visitor(s) have submitted the ODOC Visitor Application Form and are approved for visitation
  • A government-issued photo ID for the accompanying adult (recommended to have ready at check-in, even if you’ve visited before)

Reminder: Background checks are required for visitors 18 and older. Any adult accompanying a child should expect that screening as part of the approval process.

  1. Request certified copies from the agency that issued the document (for example, vital records for a birth certificate, or the court for custody or guardianship orders).
  2. Collect the most current court paperwork if custody, adoption, or guardianship has changed over time.
  3. Confirm what you plan to bring before you travel by checking ODOC visitation guidance or calling the facility for direction.
