Where to Address Mail for Someone at Omaha Correctional Center (new Phoenix, MD scanning vendor)
If you're mailing a personal letter to someone at Omaha Correctional Center, the address has changed. As of November 12, 2024, NDCS requires personal correspondence to go through a contracted scanning vendor in Phoenix, Maryland, not directly to the facility.
Since November 12, 2024, all personal correspondence for people at Omaha Correctional Center must be addressed to NDCS's contracted scanning vendor at Box 247, Phoenix, MD 21131. Mail sent directly to the facility won't be processed as regular incoming letters. The scanning-vendor address is the only accepted route for personal correspondence.
Getting your letter routed correctly means including every required address line. Use the facility name (Omaha Correctional Center), add "State of Nebraska Department of Correctional Services," and write the incarcerated person's committed name (or legally changed name) along with their institutional number. Then finish the address with Box 247, Phoenix, MD 21131.
If you send personal correspondence to the Omaha Correctional Center facility address instead of the Phoenix, MD vendor address, it will be returned to you. The return notice will include the reason it was sent back. That's usually the quickest clue that the letter went to the wrong place for NDCS's scanning process.
Heads up: If the scanning vendor returns your letter for not meeting NDCS policy, your loved one won't get any notice that it was sent back. You're the only one who will know.
The Phoenix, MD address only applies to vendor-scanned personal correspondence (letters and similar personal mail). Funds, publications, and packages are handled differently. Those items still go directly to the facility and should be addressed with the incarcerated person's committed (or legally changed) name and institutional number, plus the facility name, facility post office box number, city, state, and ZIP.

- ✓ Decide what you are sending: personal correspondence (scanned) vs. funds, publications, or packages (received at the facility)
- ✓ For personal correspondence, address it to the scanning vendor at Box 247, Phoenix, MD 21131 (effective November 12, 2024)
- ✓ Include “Omaha Correctional Center” and “State of Nebraska Department of Correctional Services” on the address
- ✓ Use the incarcerated person’s committed (or legally changed) name and their institutional number
- ✓ Use the facility post office box address format only for funds, publications, and packages (not for scanned personal letters)
- Confirm what you’re mailing: If it’s personal correspondence, it goes through the scanning vendor. If it’s funds, publications, or packages, it is received at the facility.
- Format the address for personal mail: Write “Omaha Correctional Center,” then “State of Nebraska Department of Correctional Services,” then the person’s committed (or legally changed) name and institutional number, and finish with “Box 247, Phoenix, MD 21131.”
- Use the facility address format for other items: For funds, publications, and packages, address the item to the facility using the person’s name and institutional number, the facility name, and the facility post office box number, city, state, and ZIP.
- Mail it and keep a copy of what you can: Once it’s sent, hold onto any receipt or mailing documentation so you can resend quickly if it comes back.
If your mail was returned, read the reason printed on the return notice. Most of the time it's an addressing issue under NDCS's scanning-vendor rules. The two most common mistakes: sending personal correspondence to the facility address instead of the Phoenix, MD vendor address, or leaving out required details like the committed (or legally changed) name and institutional number. Remember, your loved one is not notified when noncompliant mail gets returned. The only way to fix it is on your end. Correct the address and resend.
