At Omega, the resident is the one who starts the process. He sends a visitation application to each person he wants on his visitor list. You fill it out and send it back to Omega for approval. Just planning to visit doesn't mean you're approved. The facility has to sign off first.

Note: Every visitor at Omega needs prior approval. If you're not on the approved visitation list, you won't be allowed in, even if you're family traveling from out of state.
