How to Send a Letter or Photos to Someone at SCI Phoenix (Smart Communications rules)

If your loved one is at SCI Phoenix, general mail doesn't go directly to the prison. Everything gets routed through Smart Communications for processing first. Small mistakes (wrong paper size, missing inmate number, bound pages) can delay or reject your mail.

  • Write a full return address that includes the sender’s first and last name.
  • Include the full, correct inmate name and inmate number on the item.

All pages must be on 8½ by 11 inch paper. This includes letters, drawings, and photos. If you're sending photos, print them on 8½ by 11 paper so they meet the same standard as everything else in the envelope.

Note: Do not send anything bound or assembled so it opens like a book.

  • Keep it to 25 photos per mailing.
  • Assume you will not get the photos back. Photos sent as general correspondence cannot be returned.

Your letter or photos first arrive at the Smart Communications P.O. Box in St. Petersburg, where they're processed before being forwarded. After that, the SCI Phoenix mailroom handles delivery to the inmate.

Legal (privileged) mail works differently. For correspondence to qualify as legal mail, it must include a DOC-issued attorney or court control number. These numbers are only issued to attorneys representing inmates or verified court entities. The sender must request the control number through the DOC process before sending privileged correspondence.

Need to send original official documents like IDs, checks, or a birth certificate? Don't send them through Smart Communications. Mail official originals directly to SCI Phoenix using the institution's address, and mark the envelope: "Attn: Business Office – Inmate name/inmate number."

  2. Send signature-required documents to the Business Office: If the paperwork needs your loved one’s signature, the business office is the right destination.
  3. Expect the business office to manage the signing and return: The business office will coordinate a time for the inmate to review and sign, and it will handle the postage process for mailing the document back out.
