Sending photos to someone at SCI Waymart? The Pennsylvania DOC has specific rules about quantity limits, acceptable content, and what happens to your originals after processing.

You can send up to 25 photos per mailing when sending loose photos as regular correspondence. Go over that limit and your entire envelope could get held up or rejected. If you have more to send, split them across multiple mailings.

  • Include a full return address with the sender’s first and last name
  • Address it with the incarcerated person’s full, correct name and inmate number

All general incoming correspondence must be printed on 8½ x 11 paper. Nothing bound or book-style is allowed - so keep your photo mailings flat and simple. No staples, spiral binding, or booklet formats.

Warning: Photos can’t contain obscenity, explicit sexual material, or nudity.

Sending a photo book instead of loose photos? It still has to meet DOC content criteria. The same basic rule applies: keep images appropriate for a prison setting, or the item will be denied during processing.

Assume you won't get your photos back. The DOC does not return photos to senders, even if you include a return address.

Note: Originals are securely destroyed after 45 days. If you're sending anything you want to keep, make copies before mailing.

Loose photos count as general correspondence and get routed through Smart Communications, the DOC's third-party mail vendor. Address your envelope using the Smart Communications/PA DOC Inmate Name/Inmate Number format and send it to: Smart Communications/PA DOC Inmate Name/Inmate Number, State Correctional Institution, PO Box 33028, St. Petersburg, FL 33733.

Photo books are handled differently. They're classified as "publications and photo books" and go to the DOC Security Processing Center (SPC) instead. Include the inmate's name and number, and send to: 268 Bricker Road, Bellefonte, PA 16823-1667.

  • Soft cover only
  • Maximum 25 pages (not counting the cover)
  • No larger than 8 x 11 inches
  • Must come from a third-party vendor (not mailed directly by an individual)

Meeting size and page limits isn't enough - your photo book still has to pass the DOC's content criteria. Images that would be prohibited as loose photos can get your entire photo book denied.
