The New Mail Rules at Northern Regional Jail: What You Can't Send and Why Mail Is Returned
Personal letters to Northern Regional Jail don't go directly to the facility. Instead, mail them to the centralized processing address: PO Box 336, Phoenix, MD 21131. On the envelope, include the incarcerated person's full first and last name, their OID number, and the complete facility name - no abbreviations.
Your return address matters just as much. Include your full first and last name (no initials) and your complete return address. Missing or incomplete sender info can get your letter rejected before it's even processed.
Photos = returned mail: Photographs aren’t allowed. If your envelope includes photos, the entire envelope will be returned to you.
One person per envelope: You can only send a letter to one offender. If you address the envelope to multiple offenders, it will be returned to the sender.
No extras inside: Don’t include attachments or enclosures - only a handwritten or typed letter is allowed, and it’s scanned to the offender.
This catches a lot of people off guard: break any of these rules, and the entire envelope gets returned. Your letter could be perfectly fine, but slip in a photo or any enclosure and the whole thing comes back to you.
Once processed, letters are scanned and delivered digitally to the recipient. Because the system relies on scanning, anything beyond the letter itself - attachments, enclosures, extras - won't make it through.
