Who can be on a Tulia Unit inmate's Visitors List — limits, changes, and appeals

Getting approved to visit someone at the Tulia Unit starts with understanding one key thing: the Visitors List has a hard cap and specific windows for changes. Once you know these limits, planning who gets listed—and what to do if someone gets removed—becomes much simpler.

TDCJ allows a maximum of 10 names on each inmate's Visitors List. No exceptions. If multiple relatives and friends want to visit, the family needs to coordinate early about who makes the list.

Adding or removing someone counts as a "Visitors List Change" - and those are limited. Institutional inmates can only update their list once every six months. Think carefully before swapping anyone out.

Some custody categories get more flexibility. State jail, intermediate sanction facility (ISF), and substance abuse felony punishment (SAFP) inmates can add or delete names once every 60 days.

Not every update counts against you. A "Visitors List Status Change" - updating an address or phone number, for example - can be done anytime without using up a change window.

Been removed from someone's Visitors List? You can appeal in writing. Send your appeal to the Director's Review Committee (DRC) at: PO Box 99, Huntsville, TX 77342.

Deadline: Your written appeal must be submitted within 14 days of the date on the written notice of removal from the unit.

Practical Tips

  • Coordinate with the inmate early on who should use the limited 10 spots (for example: immediate family first, then close friends).
  • If someone’s address, phone number, or last name changes, update that information right away so it doesn’t cause problems later.
  • Before anyone is swapped off the list, double-check that the change is really necessary - adds/deletes are limited by set time windows.
  • If you’re removed and plan to appeal, don’t wait; mark the 14-day deadline from the date on the written notice and send your appeal promptly.
