Mail Checklist for Upshur County Jail: How to Send Letters That Will Be Delivered
Upshur County Jail routes most inmate mail through NCIC's scanning system. Follow the size limits and address it correctly, and your letter is much more likely to get through without being returned or destroyed.
Upshur County uses NCIC's mail-scanning and messaging system for inmate correspondence. You'll see it called "Inmate Mail Scanning" through NCIC.com. If you have questions about how the system works, call their support line at 1-844-724-2076.
The practical takeaway: most physical mail for inmates goes to a processing PO Box, where NCIC scans and delivers it electronically. Not sure whether your item should go to the PO Box or directly to the jail? Call NCIC at 1-844-724-2076 before mailing anything.
Addressing is one of the easiest places to make a mistake. For mail going through the processing PO Box, use this format: the inmate's name, their SO number, the facility name, and the PO Box address. Your envelope should look like this: Inmate Name Here SO# Here Facility Name Here P O BOX 591 Longview, Texas 75606
Keep your letter simple. The processing center only accepts mail up to 8.5 inches wide by 11 inches tall, and you're limited to five pages per mailing. Got more to say? Split it into separate letters rather than risk rejection for exceeding the page limit.
Photo limit: Upshur County allows a maximum of 1 photo per mailing. If you include more than one photo, the entire letter and everything in it will be returned to the sender and nothing will be scanned or delivered.
Write on one side of the paper only. Mail that’s scanned into the system is scanned front-side only, so anything you write on the back won’t be delivered to the inmate.
After your letter arrives at PO Box 591 in Longview, NCIC processes it and delivers a scanned copy to the inmate electronically. The physical mail won't be returned to you - once it's processed and received, it gets destroyed. That includes any photos or other items in the envelope.
