How Volusia County’s Mail System Works — Scanned Mail, Photo Fees, Books, and Where to Send Each Type

Mail at Volusia County's jail doesn't go straight to the facility. Most personal mail gets scanned offsite, then delivered electronically to the person you're writing to. Photos, publications, and payments each have their own rules.

Nearly all incoming mail and photos get inspected. The one exception: privileged mail from attorneys or public officials, which follows a separate process.

Regular mail (anything that's not privileged) goes to an offsite facility first. Staff scan it electronically, inspect the contents, and once it clears, deliver it to the inmate through an app on their tablet.

Delivery days: Mail is delivered electronically via tablet Monday through Friday only. There is no delivery on weekends or holidays.

If the person you're writing to has been released, your mail comes back unopened. Not sure if they're still there? Check their custody status before mailing anything time-sensitive.

You can include photos with your letter, but there's a fee. Volusia County charges the sender $1.00 per photo.

  • Photos that are rejected during inspection due to content or image will not be delivered.
  • Photos connected to explicit content (including nude, provocative, or sexually explicit images) can be rejected.
  • Mail or photos with biohazards (for example perfume, lipstick, paint, etc.) can be returned or destroyed.
  • If a photo is rejected, the sender is not charged the $1.00 processing fee for that rejected photo.

Regular personal mail goes to the offsite processing address: SCH-VCDC FL INMATE NAME - BOOKING NUMBER, PO Box 30, Pinellas Park, FL 33781. Include the booking name and booking number exactly as listed so your mail gets matched correctly.

Legal mail and payments use a different address. Send legal correspondence, cashier's checks, money orders, and certified government checks to: Volusia County Corrections, INMATE NAME - BOOKING NUMBER, 1354 Indian Lake Road, Daytona Beach, FL 32124.

  • Address mail to the inmate using the name used during booking, with the matching booking number.
  • Include your return address on the envelope. If there is no sender return address, the mail will be returned.

Only religious books, magazines, and publications are allowed. These must ship directly from a bookstore, publisher, book club, or other reputable distributor on a prepaid basis. You can't send them yourself.

Even approved publications have limits. Inmates can keep up to three (3) paperback books, magazines, or publications at a time in their housing unit.

No packages from home: Packages mailed or delivered by family members, friends, or others will not be accepted.

Sender Checklist

  • Use the Indian Lake Road address for legal mail and for cashier’s checks, money orders, and certified government checks.
  • Always include the inmate’s booking name and booking number in the address format.

Use recognized carriers only: U.S. Post Office, FedEx, or UPS. Hand-delivered mail will be refused.

  1. Plan for photo fees - If you include photos, the sender is charged $1.00 per photo.
  2. Keep photos and paper “clean” - Avoid explicit images and anything that creates a biohazard (perfume, lipstick, paint, and similar substances), since items can be rejected, returned, or destroyed.
  3. Skip packages entirely - Packages from family or friends are not accepted, even if your intentions are good.
  4. Check custody status before you mail - Mail sent to someone who is no longer in custody is returned to the sender unopened.
