How to Contact an Inmate at Facility

Staying in touch is possible, but the process works differently than sending mail directly to the prison. For people in NCDAC facilities, non-legal mail goes through a scanning service and gets delivered electronically to the person's tablet.

How to Contact an Inmate at Facility

People incarcerated in NCDAC facilities use tablets for several types of communication. The North Carolina Department of Adult Correction contracts with ViaPath/GTL for tablet services, which support phone calls, text messages, and receiving digitized mail (plus educational, self-help, and entertainment content). Regular letters (non-legal mail) don't go straight to the prison. Instead, TextBehind screens and scans them, then delivers the content electronically to the person's tablet. That's why getting the address format exactly right matters.

Note: Address the envelope exactly as required: the person's name and OPUS number, the full prison name (no abbreviations), and "P.O. Box 247, Phoenix, MD 21131." Incorrectly addressed mail gets returned to sender.

Steps Follow

  • Write the incarcerated person’s name and OPUS number
  • Write the full name of the prison (do not abbreviate)
  • Address it to: P.O. Box 247, Phoenix, MD 21131
  • Double-check formatting before sending, mail not addressed this way will be returned to the sender
  1. Address your letter using the required format: Include the incarcerated person’s name and OPUS number, the full prison name (do not abbreviate), and “P.O. Box 247, Phoenix, MD 21131.”
  2. Send your non-legal mail knowing it will be digitized: TextBehind screens and scans non-legal mail, then it is delivered electronically to the person’s tablet.
  3. Expect tablet-based communication for ongoing contact: In NCDAC facilities, ViaPath/GTL tablet services support communication with family and friends, including phone calls, text messages, and receiving digitized mail.

Before sending anything, confirm you're using the current process for this facility. Non-legal mail for people in NCDAC facilities gets screened and scanned by TextBehind, then delivered electronically to tablets provided through ViaPath/GTL. Double-check that the addressing format still requires "P.O. Box 247, Phoenix, MD 21131," and that you're using the full prison name (no abbreviations) along with the person's name and OPUS number. If you're sending anything beyond a basic letter, check whether contractor rules affect how it reaches the tablet. Fees, schedules, and specific content restrictions aren't covered here, so confirm those details directly before spending time or money.

  • Review the facility’s official offender mail guidelines to confirm the current addressing format and requirements
  • Contact the facility’s mail office or records staff to confirm what is accepted and how it is processed
  • Use ViaPath/GTL and TextBehind support resources for technical questions about tablet delivery and digitized mail
