How to Send Mail and Money to Someone at Waupun Correctional Institution

Personal (non-legal) mail doesn't go directly to WCI. You need to send it through TextBehind. On the envelope, include the person's full name, their DOC number, the facility name (Waupun Correctional Institution), and the TextBehind mailing address: P.O. Box 189, Phoenix, MD 21131.

Example format: [Person’s Full Name], DOC #[number] Waupun Correctional Institution P.O. Box 189 Phoenix, MD 21131

TextBehind does not open or process identifiable medical mail or legal mail. If a piece of mail is clearly identifiable as legal, TextBehind forwards it directly to the institution instead of scanning it.

"Legal mail" means correspondence that is identifiably addressed to or from verified legal or governmental officials. That includes attorneys or law offices, clerks or judges of state or federal courts (and court staff), and Tribal Court. If you're sending legal mail, address it to the facility directly, not the TextBehind P.O. box.

Don't put gift cards, cash, or personal checks in the mail. Those items won't be accepted and will be returned to you.

To add money to someone's account, use Access Corrections. If you're mailing a money-deposit check for the Wisconsin DOC, send it to: Secure Deposits – Wisconsin DOC, P.O. Box 12486, St. Louis, MO 63132.

Specialty commissary and package program orders have spending caps. The limit is $150 per resident, per vendor, per quarter. Each order must be at least $20.

If your loved one is sending outgoing personal (non-legal) mail, the return address must be P.O. Box 189, Phoenix, MD 21131, not the institution's address. Legal mail and IRS mail still use the institution address as the return address.
