Phone time has its own spending limit, separate from regular commissary. An inmate can spend up to $100 on phone time plus up to $50 on commissary items. So buying $50 in snacks and hygiene products alongside $100 in phone time totals $150 - and that's perfectly fine because the two limits don't overlap.

- Confirm it’s after release - Refunds for unused phone time are claimed after the inmate’s release.
- Choose how you’ll submit the request - You can obtain a prepaid postage card in the lobby of the Westmoreland County Prison, or you can use the refund form available on the prison website.
- Submit the refund request - If you picked up the prepaid postage card in the lobby, use it to send in the required refund request. If you downloaded the form, complete it and submit it as directed on the form.
