Phone calls are often the fastest way to stay connected, but the system has a few rules that can trip people up. Here's how the Tennessee Department of Correction (TDOC) phone setup works at Debra K. TDOC uses ConnectNetwork (powered by GTL) for its inmate telephone system. This is the platform you'll use to make electronic payments and manage your phone account.

Rate update: The per-minute rate for ConnectNetwork calls is $0.075 (7.5 cents) effective July 1, 2024.

If you plan to cover call costs, ConnectNetwork is the place to do it. You can add funds electronically and track the balance online, making it the most straightforward option.

  • Mail funds to purchase telephone credits through the ITS service provider (Global Tel*Link).
  • Address the payment to: Global Tel*Link Corporation, Dept 1705, Denver, CO 80291-1705.

All calls are restricted to an approved telephone number list. Each inmate can have up to ten numbers on the list, and the system will only connect calls to those registered numbers. If your number isn't on the list, the call won't go through.

  1. Ask the inmate to start the change - updates to the approved telephone number list must be initiated by the inmate.
  2. Have them go through their unit team - changes are handled through the unit team at their designated facility.

Want to be removed from an inmate's approved phone list? You can request it yourself by submitting a written request to the facility's warden or superintendent.

TDOC does not allow inbound phone calls to inmates. You cannot call Debra K. Johnson Rehab Center and ask to be connected to someone inside.

Emergency help: If there’s a family emergency, contact the facility chaplain. The chaplain may be able to facilitate a phone call for the inmate when necessary.

If there's money left in the ITS trust fund when someone is released from TDOC custody, the ITS service provider is responsible for refunding the remaining balance directly to the inmate.
