How to Send Mail to York County Prison: P.O. Box, TextBehind, Legal Mail Rules, and Denied-Mail Pickup

Sending regular (non-legal) mail to York County Prison? Don't use the prison's street address. Standard mail must go through the facility's vendor process - specifically TextBehind - rather than directly to the prison. (GTL tablet messaging is also available for communication.) Always include the incarcerated person's full name and ID number on the envelope so it gets matched correctly during processing.

Standard mail address (non-legal): Address it to: Inmate Name and ID Number, York County Prison, P.O. Box 247, Phoenix, MD 21131.

TextBehind isn't like traditional mail. You send your message electronically through their mobile app or website, and TextBehind prints and delivers it to the prison. Your letter never travels through the postal system in its original form.

Note: After the inmate receives the printed copy, the original is destroyed.

Legal mail works differently. Unlike standard correspondence, legal mail goes directly to the prison at 3400 Concord Road, York, PA 17402.

There's a page limit: legal or special correspondence must be 75 pages or less. Anything longer gets returned to the sender with an explanation - unless you've obtained a court order allowing the prison to accept it.

  • Send standard legal mail to: 3400 Concord Road, York, PA 17402
  • Keep incoming legal/special correspondence to 75 pages or less (or include the appropriate court order if it must exceed 75 pages)
  • Double-check the page count before mailing so it isn’t returned

When mail is denied, the incarcerated person will need to contact someone on the outside to pick it up. You can retrieve denied mail from the Prison Business Office Monday through Friday, 8:00 AM to 3:00 PM (excluding holidays).

Deadline: Denied mail must be retrieved within 10 days of the denial.

Common Rejection Reasons

  • Don’t send cash, personal checks, or money orders through the mail (they won’t be accepted)
  • Include the inmate’s name and ID number on standard mail sent to the vendor P.O. Box
  • Don’t mail standard (non-legal) items to York County Prison’s physical address - use the vendor routing instead
  • For legal/special correspondence, stay within the 75-page limit unless you have an appropriate court order

Tip: Before you send anything, confirm you’re using the right route - standard mail goes to the Phoenix, MD P.O. Box, and legal mail goes to the prison’s street address.
