How do I set up phone and video accounts so my loved one can call or video visit?
For Delaware, the GettingOut information says you set up phone calls by creating and funding an AdvancePay account with ConnectNetwork, and you set up video visits by registering and funding a Video Visit account with ConnectNetwork. Delaware DOC notes video visits can be scheduled and paid through the “Schedule Video Visit” link. If you need help troubleshooting, GettingOut lists Customer Care at 1-866-516-0115, and Delaware DOC also lists GTL at 1-866-230-7761 for establishing a pre-paid phone account.

Can I bring cash or a money order to a visitation to add money to an inmate's account?
Do not count on bringing a money order to the visit, Delaware DOC states money orders are no longer accepted at the time of visit. Delaware DOC describes adding funds by using kiosks at facility entrances, depositing online through ViaPath/GTL, or mailing a money order directly to ViaPath/GTL using the required form. If you mail a money order, the deposit slip limits a single money order to $300 and says to mail only the form and money order (no cash, letters, photos, or other items).

Where do I send letters or photos for Howard R. Young Correctional Institution and how are they handled?
Delaware’s mail scanning document lists a central address for HRYCI non-legal mail: “HRYCI Name – SBI Number / Howard R. Young Correctional Institution - 1202 / PO Box 96777 / Las Vegas, NV 89193.” The document states non-legal mail is opened at a central facility operated by Pigeonly Corrections, scanned into a digital color copy, and the printed copy is delivered to the prison. It also states originals are destroyed per DOC policy and are not returned to the sender.

How long do in-person visits last and how often can an inmate have a video visit?
At BWCI, Delaware DOC states inmate visits last up to 1 hour. Delaware DOC also states most inmates may have one video visit each week (in addition to a face-to-face visit) in 15- or 30-minute increments. For face-to-face days, Delaware DOC posts a schedule (effective May 1, 2023) that assigns Units 5 to 9 to Sunday through Tuesday and Units 3 and 4 to Thursday through Saturday.
