Starting December 15, 2025, ADCRR is shifting incoming personal mail to a digital platform. Most letters you send will go through a centralized mail center, get scanned, and then be delivered electronically to your loved one. A few categories skip the scanning process entirely: legal mail, parcels (packages), publications, and official government mail. Each of these follows separate addressing rules, so make sure you match what you're sending to the right destination before dropping it in the mail.

For personal mail after December 15, 2025 (letters, cards, photos), send everything to ADCRR's Digital Processing Center. Include your loved one's full name and ADCRR number, along with the prison complex and assigned unit so it gets matched and delivered correctly. Note: Phoenix West's street address is 3402 W Cocopah St, Phoenix, AZ 85009. After December 15, 2025, personal mail should go to the Digital Processing Center address instead (except during the short grace period described below).

Sending legal mail, a package, or publications? Don't send those to the Digital Processing Center. They aren't accepted for scanning and must be addressed to the centralized Phoenix processing address described in the next section.

Packages, publications, and legal mail don't go through the scanning process. Instead, address these items to ADCRR's centralized Phoenix processing location using your loved one's full name and ADCRR number, plus the prison complex and assigned unit. ADCRR is offering a one-month transition grace period from December 15, 2025 through January 15, 2026. If you accidentally send personal mail to the prison complex instead of the Digital Processing Center during this window, ADCRR says it will still be processed and provided to the person in custody. After January 15, 2026, personal mail sent to a prison complex will be returned to sender. To avoid delays, use the Digital Processing Center address (PO Box 211309, Dallas, TX 75211) for all personal mail going forward.

Once your mail reaches the processing center, ADCRR's partner Securus aims to scan it and make it digitally available within three business days. Weekends and holidays can still slow things down, so allow a little extra time if you're mailing around a busy period.
