Arizona's New Digital Mail System: What Changed on December 15, 2025
As of December 15, 2025, most incoming letters to people in Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) facilities are routed to a Digital Processing Center in Texas. There, they're scanned and delivered digitally. This applies to regular personal mail - not legal mail, parcels, publications, or official government correspondence. For personal mail headed to ASPC-D Gila Unit, there's no limit on how much you can send. Once scanned, items are available on the recipient's secure tablet or through an electronic kiosk.

Here's the biggest change for ASPC-D Gila Unit: personal mail no longer goes to the prison. Letters, greeting cards, and photos should be sent to the Digital Processing Center at PO Box 211309, Dallas, TX 75211. On the envelope, include the incarcerated person's full name, their ADCRR number, and their prison complex and assigned unit. This ensures the mail gets scanned and routed correctly.
Packages and publications follow different rules. Starting January 7, 2026, send these items to the centralized address at 801 E Jefferson Street, Phoenix, AZ 85034. This applies to everyone in ADCRR custody, including those at ASPC-D Gila Unit.
Official government mail has its own address. Starting January 7, 2026, items like Veterans, Social Security, and Disability checks go to the Inmate Trust Accounts Section at 1802 W Jackson Street, #161, Phoenix, AZ 85007.
Once your mail reaches the processing center, Securus (ADCRR's contracted partner) scans it and makes it digitally available within 3 business days.
The processing center doesn't keep original mail forever. After scanning, physical items are stored for 90 days, then professionally disposed of.
At ASPC-D Gila Unit, scanned mail appears on the recipient's secure tablet or at an electronic kiosk. Worried about sending too much? Don't be - there's no limit on mail volume.
Digital access doesn't last forever after release. When someone leaves ADCRR custody, they receive login credentials for a secure website where they can download their digitized mail. That access lasts 90 days. After that, the files are deleted.
Good news: this change doesn't cost you anything extra. ADCRR's policy confirms there's no added fee to send or receive mail through the digital system.
