Sending Mail to an Inmate at Manzanita After Dec 15: How the New ADCRR Digital Mail System Works

Starting December 15, 2025, ADCRR is moving all personal inmate mail to a centralized digital system. Instead of sending letters directly to the prison, you'll mail them to a Digital Mail Processing Center in Texas. There, staff sort, scan, and upload everything so the inmate can view it on a secure tablet. Legal mail, parcels, publications, and official government mail work differently - they're not part of the scanning process.

For someone housed at Manzanita, address personal mail to ADCRR's Digital Processing Center - not the unit itself. Include the inmate's full first and last name, their ADCRR number, plus the prison complex and assigned unit so it routes correctly after scanning: Digital Processing Center Arizona Department of Corrections, Rehabilitation and Reentry Inmate's Full First and Last Name + ADCRR Number Prison Complex, Assigned Unit PO Box 211309 Dallas, TX 75211 Use this address for personal letters, photos, and greeting cards starting December 15, 2025.

Heads up: If the envelope is missing the inmate’s full name, ADCRR number, or the correct address, it will be returned to you.

You might have seen Manzanita's unit mailing address listed as P.O. Box 24401, Tucson, AZ on older ADCRR pages. Once the digital mail system launches on December 15, 2025, personal mail needs to go to the Texas processing center instead - that's how it gets scanned and delivered in the new format.

Not everything goes through the Texas scanning center. Legal mail, publications, and packages skip the digital process entirely - send those to ADCRR's centralized processing address in Phoenix instead. Starting January 7, 2026, mail packages and publications to: Arizona Department of Corrections, Rehabilitation and Reentry Inmate's Full First and Last Name + ADCRR Number Prison Complex, Assigned Unit 801 E Jefferson Street Phoenix, AZ 85034

ADCRR is giving everyone a one-month grace period from December 15, 2025 through January 15, 2026. If you accidentally send personal mail to the prison complex instead of the Texas processing center during that window, ADCRR says they'll still process it and get it to the inmate. After January 15, 2026, mail sent to the wrong address gets returned to you.

Once your mail reaches the digital processing center, Securus (ADCRR's contracted partner) says they'll process, scan, and make it available digitally within 3 business days of receipt. That clock starts when the processing center gets it - not when you drop it in the mailbox - so factor in mailing time.

After a letter, card, drawing, or photo gets scanned, the original doesn't go to the inmate. ADCRR's contracted provider stores originals for 90 days, then professionally disposes of them.

  1. Decide if you want the original back - if you do, plan for it before you mail anything.
  2. Include a self-addressed, stamped envelope - put it inside your correspondence so the original can be mailed back to you after scanning.
  3. Mail your letter/card/photos as usual to the Texas processing center - the return envelope needs to be included with the same piece of mail you want returned.

No tablet? The inmate can still get their mail. ADCRR says they'll be able to access it through an electronic kiosk, or the department will print them a black-and-white copy.

  • Write the inmate’s full first and last name
  • Include the inmate’s ADCRR number
  • Add the prison complex
  • Add the assigned unit (Manzanita)
  • Double-check the address before you send it - missing details can cause it to be returned

Reminder: Manzanita’s older unit mailing address has been listed as P.O. Box 24401, Tucson, AZ, but personal mail is meant to switch to the Texas digital processing center after Dec 15, 2025.
