What You Can (and Can’t) Send to Manzanita Under Arizona’s Digital Mail Rules: Quick Checklist

Quick Checklist

  • ✓ Send for scanning (to the Texas Digital Processing Center): written correspondence (letters)
  • ✓ Send for scanning (to the Texas Digital Processing Center): greeting cards
  • ✓ Send for scanning (to the Texas Digital Processing Center): drawings
  • ✓ Send for scanning (to the Texas Digital Processing Center): photos
  • ✓ Know what happens next: these items are scanned and uploaded for delivery to the person’s tablet (not delivered as paper mail)
  • ✓ Do NOT send to the Texas processing center (not scanned): legal mail
  • ✓ Do NOT send to the Texas processing center (not scanned): publications
  • ✓ Do NOT send to the Texas processing center (not scanned): packages
  • ✓ Do NOT send to the Texas processing center (not scanned): official government mail
  • ✓ Where those items go instead: use the centralized Phoenix mailing address for items that must be routed through Phoenix (including legal mail, publications, and packages)

Addressing Requirements

Heads up: If the envelope is missing the full name, ADCRR/inmate number, or the correct address, the mail will be returned to you.

Want your original paper copies back after scanning? Include a self-addressed, stamped envelope. Without one, the physical originals won't be returned.

Starting January 7, 2026, packages and publications for someone at Manzanita Unit/ASPC‑Tucson go to the centralized Phoenix address: 801 E Jefferson Street, Phoenix, AZ 85034. Don't send those items to the Texas digital processing center.

Some mail types skip the digital scanning process entirely. Legal mail and official government mail aren't accepted for scanning - send legal mail, publications, and packages to the centralized Phoenix mailing address instead of the Texas processing center.

Transition window: ADCRR is offering a grace period from December 15, 2025 through January 15, 2026 - mail that’s mistakenly sent to the prison complex during that window will still be processed. After January 15, 2026, improperly sent mail will be returned to sender.

Instead of sending letters directly to the prison, you'll mail them to a Digital Mail Processing Center in Texas. There, staff sort, scan, and upload everything so the inmate can view it on a secure tablet. Legal mail, parcels, publications, and official government mail work differently - they're not part of the scanning process.
